Silent Legion is the armor family and the recipe can be found in the Black Keep. You will need a T4 Armorsmith to craft Redeemed but Silent Legion heavy is still fairly decent with the addition of warming alcohols and food.

T4 armorer is always great. Armor can be expensive to craft but is where you get all of your boosts, so farming for a good T4 armorer is worthwhile. That said, you need some sort of armorer to craft the Redeemed Legion, which is like twice as good as the Silent Legion. So you make do with what you have.
